Voiceover in ios 7 setup assistant

Hi all. I was wondering, is it possible to enable voiceover in the ios 7 setup assistant?

If you're starting from scratch, yes. Plug the device in, and then press the home button once. After this, press it 3 times. This should enable speech.

It may be worth mentioning that turn on VoiceOver' is now a Siri command.
